Bisnow, citing Avison Young's tracker, reports about two dozen U.S. manufacturing facilities under construction with roughly $500B of committed capital. Another 124 projects are proposed or announced, representing about $3.4T of potential investment (Bisnow, Oct. 11). These are reported as separate project-stage figures; no conversion ratio is calculated because the tracker definitions and any overlap are not established.

The largest projects are TSMC Arizona at $100B, within a $265B total commitment, and Micron's Clay, N.Y., megafab at $100B, which broke ground in January 2026 and is expected to produce in 2030. Further down: Hyundai Steel's $5.8B, 1,700-acre Louisiana mill, which still awaits its air permit; Lilly's $6.5B Texas plant; SK Hynix's $4B Indiana packaging hub on 133 acres; and Rivian's $5B Georgia plant, whose DOE loan is $4.5B, down from $6.6B under the prior administration.

Several plants have not started. Lilly's $5B Virginia and $6B Alabama plants have not broken ground. Avison Young's industrial research lead expects groundbreakings to accelerate by year-end after a long stretch of uncertainty. That is a forecast, not a count.

IMPLICATIONS / OUR READ

The pipeline is a list of intentions at different distances from a shovel. A permit, a closed financing and a groundbreaking date are what turn $3.4T into demand for land, power, contractors and housing. Hyundai illustrates the distinction: sitework is underway at its $5.8B Louisiana mill, while its air permit remains outstanding.

Look at capital per job. Hyundai lists 1,300 jobs on $5.8B, about $4.5M per job; SK Hynix lists 1,000 on $4B, about $4M; Lilly's Texas plant lists over 600 on $6.5B, about $10.8M at most; Rivian lists 7,500 on $5B, about $0.7M (all derived). The article notes that these plants lean on robotics and technical workers, not large floor crews. A $100B headline does not buy $100B of surrounding apartment, retail or workforce-housing demand.

The land and power angle is real, though. These campuses need acres, water and grid capacity, and they pull specialty contractors and suppliers within reach. That favors sites with power and permits already in hand over sites with only a nearby announcement.

Stakeholder lens: Developers of spec industrial and housing near a plant should underwrite to jobs and phasing, not to the pledge. Lenders should size to permit status and the funded capital stack. Owners' representatives and contractors should price the labor and materials competition from clustered megaprojects into their own schedules.

Key Takeaways

Whether the $500B and $3.4T overlap. How many of the 124 announced projects hold permits and financing. How many of the two dozen under construction are on schedule. Who actually fills the jobs.

Announced is not built: underwrite the permit and the groundbreaking, not the pledge.
